OC Power Authority sucks, according to a report commissioned by Orange County Supervisors.

It costs too much; management is inexperienced; homeowners don’t support it; there is no protection for homeowners, no oversight, and on and on.

Supporting clean energy is too expensive, and technology and infrastructure are not ready. The program should never have mandated “opt-out” versus opting in. Obviously, they knew there would be little incentive for homeowners to ‘opt-in” to an unperformable program.
