Student Exchange Visitor Program Right or Privilege?
Visas for foreign students are generally considered a privilege, not a right, by most governments. While they may have certain legal rights, such as the right to free speech, students are still subject to the laws and regulations of the country they are visiting. The granting of visas is a discretionary process, and governments can choose to grant or deny visas based on various factors, including national security, economic considerations and availability of resources.
In the US, the Student Exchange Visitor Program is a privilege because schools must apply for and receive authorization to enroll international students. ICE and the Department of Homeland Security emphasize the importance of compliance and maintainability of SEVP status.
